Dept. of the Interior, RG 15, Series D II 8 n, Grants to Half-Breeds, Registers for different Parishes in Manitoba, 1875-1880, .21 m, vols. 1556 to 1573; microfilm reels C-11885 to C-11886.

A series of parish registers used by the Lieutenant-Governor of Manitoba in the lottery system devised by the Department to award land grants in a random fashion to Métis children as required by section 31 of the Manitoba Act (33 Vic., c. 3). The registers are organized by claim number. Each entry records the allotment number, claimant's name, parents' names, claimant's occupation, date of eighteenth birthday (for minors), grant number, date of the allotment, and the legal description to which the allotment was applied. Each parish return is signed by a representative of the Lieutenant-Governor.

Parish returns of persons who have respectively proven their rights before Commissioners Machar and Ryan to participate in the distribution of the 1,400,000-acre land grant reserved for children of Métis heads of family (including the heirs of deceased claimants) under 33 Vic., c. 3, s. 31, or in the distribution of scrip as Métis heads of family (including the heirs of deceased claimants) under 37 Vic., c. 20. Depending on the number of claims reported from each parish, the returns are generally organized under four headings: Métis children over the age of 18; Métis children under the age of 18; Métis heads of family; and heirs to each of the above classes of claimants. Within each section, the claimants are listed in alphabetical order, with each entry providing a description of the claimant's occupation. In the case of minors, the father's name and the date of the claimant's 18th birthday are usually also recorded; and in the case of heirs, the proportion of the inheritance is noted. In separate columns along the left side are recorded the entry number (that is, the consecutive numbering of the entry within the parish) and the claim number. In the case of Métis heads of families, this last number will cross-index to the entries recorded in the claims register for Métis heads - RG 15, series D II 8m, volumes 1479 to 1482 (described elsewhere) - and to the parish registers - RG 15, series D II 8n, volumes 1556 to 1573 (described elsewhere).

Register of Grants to Half-breed Children under 33 Vic., Chap. 3

A register of lands allotted to children of Métis families, under section 31 of the Manitoba Act (33 Vic., c. 3), including those who made a claim under the Manitoba Supplementary Commission (P.C. 810, 20 April, 1885). The registers are organized by grant number. Each entry records the date of the land grant, the liber and folio numbers of the letters patent, the name of grantee, the grantee's residence, the legal description of the land awarded, number of acres, the patent reference number, and remarks. The letters patent identified in these registers are retained by Library and Archives Canada in two separate Record Groups. Under 46 Vic., c. 17, responsibility for issuing land patents was transferred from the Registrar General's Branch, Department of Secretary of State, to the Department of the Interior. Therefore, if the Letters Patent date prior to 18 July, 1883, the documents are held in the records of the Registrar General, Record Group (RG) 68. Patents issued after this date, on the other hand, are held in the records of the Department of the Interior, Record Group (RG) 15, in series D III 10. Both sets of patents are listed in Archives Search. An alphabetical index to these registers, organized by the grantee's name, can be found in Aperture Card Books Number 61 and 94, which are described elsewhere.

Alphabetical List - Patents Issued to Half-Breeds *

* This is the title recorded on the front cover of the register. The individual pages of the register are entitled: "Agents Returns Recommended for Patent (Half Breed Lands)".

An alphabetical list of the grantees registered in allotment books 1 and 2 (volumes 1476 and 1477). It includes all applications under section 31 of the Manitoba Act (33 Vic., c. 3), including those who listed under the Manitoba Supplementary Commission (P.C. 810, 20 April, 1885). Each entry gives the name, residence, and occupation of the grantee; the land description (section, township and range numbers); the size (in acres) of the grant; the date of the return; the name of the parish; grant number; date of reference for patent, date when sent for letters patent; an internal departmental reference number; and a remarks column. The latter sometimes contains a reference number to a case file. Most of these case files will be found in series RG 15, D II 1, although a few will also be found in RG 15, D II 3.

Issue of Scrip to Half-Breed heads of families under the Act 37 Victoria, Cap. 20, Section 1

A general register of scrip awarded to Métis heads of families under 37 Victoria, chapter 20, which offered to "...each half-breed head of a family resident in the Province of Manitoba...a grant of one hundred and sixty acres of land or to receive scrip for one hundred and sixty dollars..." (section 1). The registers are organized by claim number with each entry giving the name of the claimant, place of residence, occupation (in later registers this column was used to record the names of the claimant's parents), the scrip registration numbers, name of locatee of the scrip, the claimant's affidavit number, the sale number associated with the scrip, and remarks. To find an applicant's claim number, researchers should refer to volume 1484 (described elsewhere), which is an alphabetical index to all the claimants listed in the four claims registers.

Report on the landowners of the Parishes of Ste. Agathe, St. Vital, St. Norbert, Ste. Anne and Lorette

The report is organized by parish and by lot number within each parish. Each entry provides an indication of the owner or occupant of the lot on 15 July, 1870 and a brief description of any subsequent owners up to the time of the issue of the Letters Patent (i.e., to about 1879). The name of the patentee is also provided, along with the date on which the letters patent was awarded. Most of the properties described under the entries for Ste. Agathe and St. Norbert supplement those discussed in Aperture Card Book 167 (see elsewhere).

General Register of Lands in Settlements in Manitoba, Formed Previous to the Transfer of the Territory

A general register of the lands that were settled along the Red and Assiniboine Rivers prior to the transfer of Rupert's Land to the Dominion of Canada. Proper title to these lands was awarded to the owner under the authority of the Manitoba Act, 33 Victoria, chapter 3. The register is organized by parish, but within each parish the entries appear to have been entered at random. Each entry lists the lot number; lot width and depth; grant number; grantee's name, residence and occupation; the number and date of the letters patent; lot size; and a departmental reference number. The latter does not appear to relate to anything currently held by Library and Archives Canada in the records of the Department of the Interior (RG 15).

Lang's Report on Claims in the Parishes of Ste. Agathe and St. Norbert

An internal report prepared for the department probably in connection with section 32 of the Manitoba Act (33 Vic., c. 3) by Robert Lang, a senior clerk with the Dominion Lands Office responsible for preparing land descriptions for Letters Patent under the Manitoba Act. The report provides a brief description of land transactions in the Red River Parishes of Ste. Agathe and St. Norbert. Not all lots in the two Parishes are covered; however, the report offers no indication as to why certain lots were selected over others. Given the dates mentioned in the report, it would appear that it was probably prepared in either late 1881 or early 1882. The report is divided into two sections, with the first part covering Ste. Agathe and the second part St. Norbert. In both cases the lot descriptions focus on the present owners and how they acquired ownership of the land, and from whom. Each statement usually includes a brief description of the improvements made to the lot and any major capital investments made by the owner, including the number and type of buildings erected; the number of acres under cultivation; the type of livestock owned; and the type farm equipment owned by the landholder.

[Alphabetical List of Original White Settlers, Manitoba]

An alphabetical index of Original White Settlers in Manitoba who had preferred claims under 33 Vic., c. 3, and 37 Vic., c. 20. The index is organized by the name of the claimant, with each entry giving the names of the claimant's parents, the date of the claimant's birth, his/her place of residence on 15 July, 1870, and the claimant's affidavit number. The latter are inter-filed with the Métis affidavits and are retained by Library and Archives Canada in RG 15, series D II 8a. Unlike volume 1506 (described elsewhere), which contains a listing of only those Original White Settlers and Métis who had preferred claims under the Manitoba Supplementary Commission, the index described here lists all Original White Settler claimants under the Manitoba Act (33 Vic., c. 3), prior to the Manitoba Supplementary Claims. In other words, if researchers wish to obtain a complete listing all Original White Settlers under the original Manitoba Act and the Manitoba Supplementary Commission, they will have to use both these registers - that is, volume 1506 and volume 1510.

Index to grantees in Manitoba, 1873-1888

An alphabetical index to the grantees who were awarded Letters Patent under section 32 of the Manitoba Act (33 Vic., c. 3). The patents were awarded on the basis of the claimants being land owners prior to the transfer of Rupert's Land from the jurisdiction of the Hudson's Bay Company to the Dominion of Canada. The register serves as an index to the grantees listed in the special grants registers, see Aperture Card Books 168 to 176; in the register of grants in commutation of rights of common, see Aperture Card Book 184; and in register of claims under the Manitoba Act, see Aperture Card Book 186. Each entry in the register records the patentee's name, residence, and occupation; the land description (parish name, lot number, and size in acres); the nature of the grant (sale, special grant, claim under the Manitoba Act, commutation of rights of common, or homestead), grant number, date of reference for patent, an internal departmental reference number, date of patent, a reference number (which is the same number printed in the lower left corner of the Letters Patent), and a remarks column. In cases where the Letters Patents were awarded by the Department of the Interior, the "remarks" column was used to record the liber and folio number of the document. These are the same bound volumes retained by Library and Archives Canada in series RG 15 D II 10, and are listed in finding aids 15-35 and 15-36. Letters Patent awarded by the Registrar General are not listed in the register, but are retained by Library and Archives Canada in a separate series in Record Group 68. This index exists in aperture card format only; the original record was destroyed.

Register of Grants in Commutation of Rights of Common and of Cutting Hay

A register of grants that were awarded in commutation of rights of common and of hay cutting to both Métis and Original White Settlers in the "Outer Two Miles" under section 32 of the Manitoba Act (33 Vic., c. 3). The register is organized by grant number, with each entry recording the lot number and parish name; size (in acres) of the area granted; the grantee's name, residence and occupation; an internal departmental reference number; and a "remarks" column. In some cases, the latter contains reference to a case file, a selection of which can now be found in the Manitoba Act series (RG 15 D II 2) or Dominion Lands Branch series (RG 15 D II 1). The register exists in aperture card format only; the original register was destroyed. The entries listed in this register are cross indexed according to the land description in Aperture Card Book 165 and by the grantee's name in Aperture Card Book 166 (see elsewhere).

A register of grants awarded in the "Outer Two Miles" to both Métis and Original White Settlers under section 32 of the Manitoba Act (33 Vic., c. 3). The register is organized according to the name of the grantee with each entry recording the lot number and parish name, the patent reference number, the date the patent was requested, and the date the patent was issued. The register exists in aperture card format only; the original document was destroyed prior to transferred to Library and Archives Canada of Canada. The entries are cross indexed according to land description in Aperture Card Book 165 (see elsewhere).

A register of grants awarded in the "Outer Two Miles" to both Métis and Original White Settlers under section 32 of the Manitoba Act (33 Vic., c. 3). The register is organized by parish name and by lot number within each parish (i.e., the legal description). Each entry gives the name of the grantee, the date on which the letters patent was issued, and the patent reference number. The register exists in aperture card format only; the original document was destroyed prior to transferred to the Library and Archives Canada. The entries are cross indexed according to the claimant's name in Aperture Card Book 166 (see elsewhere).

Registers of claims to settled lands in Manitoba

A register of Métis claims under section 32 of the Manitoba Act, 33 Victoria, chapter 3, and 38 Victoria, chapter 52. These statutes allowed "...persons satisfactorily establishing undisturbed occupancy of any lands within the Province [of Manitoba] ...on the fifteenth day of July, one thousand eight hundred and seventy...to receive Letters Patent..." on the lands they occupied. The registers are organized by description number (which is a different numbering system from claim numbers and grant numbers), with each entry recording a departmental reference number, the lot number and parish name; and the claimant's name and occupation. In most cases, the date that the Letters Patent was completed and the Letters Patent reference number is written under the claimant's name. Regrettably, these registers are not of much value since it is not known how researchers might be able to find the "description number" for a particular claim. There seems to be no cross index system for these numbers.

Register of Dominion Lands released through sales

A general register of sales of Dominion Lands as permitted by the Dominion Lands Act. Although some sales of Dominion Lands were made to Métis (see Aperture Card Book 157), the majority of the transactions listed in this register were made to persons other than Métis. The register is organized by sale number. It only covers sales 2600 to 5109, which date from 1879 to 1882. Earlier registers have not been located. Each entry in the register records the date of application; the date of patent; the folio and liber numbers in which a copy of the Letters Patent were held; the patentee's name; the legal description of the land included in the sale (section, quarter section, township, range, and acreage); the price paid per acre; the amount paid; the patent reference number. In cases where the land was reassigned, the register also records the assignment date; the assignee's name; and the assignment number. The register exists only in aperture card format only; the original document was destroyed prior to transfer to Library and Archives Canada. An alphabetical index of sales to Métis can be found in Aperture Card Book 157. The latter provides the sale number which can then be cross index to this sales register.

Register of grants awarded under the Manitoba Act, 33 Victoria, c. 3

A register of grants awarded to Métis and Original White Settlers under section 32 of the Manitoba Act (33 Vic., c. 3). The register is organized by grant number. Each entry lists the lot number and parish name; date of  application; date the letters patent was signed; the liber and folio number in which the letters patent was filed (but only for letters patent awarded by the Department of the Interior); the lot dimensions and size (in acres); the patentee's name, residence, and occupation; and a reference number. The latter is actually the fiat number and is the same number recorded at the bottom left corner of the letters patent. The liber and folio numbers are the identical numbers used by Library and Archives Canada and can be used by researchers to order copies of the letters patent. The register exists in aperture card format only; the original record has been destroyed. An alphabetical index to this register can be found in Aperture Card Book 157 (described elsewhere). Register of Special Grants awarded under the Dominion Lands Act

A general register of all special land grants awarded by the Department of the Interior under various provisions of the Dominion Lands Act, including the land grants awarded to individual Métis and Métis families by Orders-in-Council. The registers are organized by grant number. Each entry includes the fiat number; the date on which the letters patent were awarded; the liber and folio number of the letters patent (which can now be found in RG 15, series D III 10 and in RG 68); the authority for the grant (usually an Order-in-Council); a brief statement as to the purpose of the grant; the name of the grantee; a description of the land awarded; and general remarks. The registers exist in aperture card format only; the original books were destroyed prior to transfer to Library and Archives Canada.

[Correspondence Register]

Registers documenting all in-coming and out-going correspondence considered by the department in its administration of Métis claims under the Manitoba Act, including intra-departmental correspondence between headquarters personnel and field officers in Winnipeg. The registers list all files received by the department. A small selection of these files are now retained by Library and Archives Canada in series RG 15, D II 2 (described elsewhere). Although most of the files in RG 15, D II 2 were destroyed, the registers provide researchers with an excellent overview of the department's operations under the Manitoba Act. The registers are organized by file number, which is listed under the column labelled "Branch No.", and which is the same numbering system used in the organization of series D II 2. Each entry in the registers gives the name and address of the correspondent, a detailed subject description, date of the correspondence, date of receipt by the department, and in some cases a brief description of action taken by the department. The registers exist as aperture cards only; the original documents were destroyed prior to transfer to Library and Archives Canada.

Half-Breed Allotments Not Patented

According to the title on the first page, this register contains a list of lands allotted to Métis families in the Province of Manitoba for which patents have not been issued. The report was compiled at the order of the House of Commons of the 16th April 1894. The register is organized by allotment number. Each entry notes the legal description of the lands in question, the name of the allottee, reasons why a patent was not issued, and a file reference number. The latter usually refers to a case file in the central registry of the Dominion Lands Branch, now retained by the

Library and Archives Canada as RG 15, series D II 1.

This index is the companion to volume 1527 (described elsewhere), in that it appears to list the same Métis claimants. Despite its title, it lists only those Métis who have preferred claims under the Manitoba Supplementary Claims authorized by P.C. 810, 20 April, 1885. Applicants who have preferred claims as children of Métis heads of family, under the Manitoba Supplementary Claims, are indexed in volume 1505 (described elsewhere) while those who have preferred claims as heads of families are index in volume 1507 (described elsewhere). Volume 1506 is an alphabetical index, organized by the name of the claimant. Each entry records the claimant's name, his/her parent's names, the claimant's date of birth, whether they are applying as a Métis (MS) or as an Original White Settler (OWS), and a file reference number. The latter usually refers to a file in the "HB" registry (which is now retained as RG 15, series D II 3) or, less commonly, in the central registry of the Dominion Lands Branch (which is now retained as RG 15, series D II 1). As well, the index as has a remarks column which will sometimes contain comments by departmental administrators concerning the applicant's case.

Register of Delivery of Manitoba and North-West Territory Scrip, Orders in Council of 30th March and 20th April, 1885 [and Subsequent Orders]

These registers document the delivery of scrip to claimants filing under the Manitoba Supplementary Commission, the North-West Half-Breed Commissions, the Alberta-Saskatchewan Commissions, and the Treaty 8, 10, and 5 Commissions, including all their adhesions. The registers are organized alphabetically according to the last name of the claimant. Each entry records the scrip number; the name and address of the person or agent to whom the scrip was issued; the date of scrip delivery; a brief description as to the authority (i.e., the Commission) under which the scrip was awarded; the amount and type of scrip issued; the application number (if applicable); the number and date of the receipt; the case file reference number; the certificate number; and a column for general remarks by departmental administrators. The registers are excellent sources for researchers to find documentation on a claimant's complete scrip record.

They provide an alphabetical index to many of the records in RG 15 which have been filed under a numerical system. For example, the scrip certificates, scrip notes and scrip receipts are filed in RG 15 by the document number. The finding aids for these records either do not exist or consist of file lists organized under the numerical system. It can be a very tedious task to find such documents when the number is unknown. The registers described here will provide researchers with these numbers when only the claimant's name is known.

[Alphabetical List of Original White Settlers, Manitoba]

An alphabetical index of Original White Settlers in Manitoba who had preferred claims under 33 Vic., c. 3, and 37 Vic., c. 20. The index is organized by the name of the claimant, with each entry giving the names of the claimant's parents, the date of the claimant's birth, his/her place of residence on 15 July, 1870, and the claimant's affidavit number. The latter are inter-filed with the Métis affidavits and are retained by Library and Archives Canada in RG 15, series D II 8a. Unlike volume 1506 (described elsewhere), which contains a listing of only those Original White Settlers and Métis who had preferred claims under the Manitoba Supplementary Commission, the index described here lists all Original White Settler claimants under the Manitoba Act (33 Vic., c. 3), including the Manitoba Supplementary Claims. In other words, if researchers wish to obtain a complete listing all Original White Settlers under the original Manitoba Act and the Manitoba Supplementary Commission, they will have to use both these registers - that is, volume 1506 and volume 1510.

The page headings in this index are entitled: "General Index to Manitoba and North-West Territories Half-Breeds and Original White Settlers, who have preferred claims under Act 33 Vic., Cap. 3, Section 31; Act 37 Vic., Cap. 20; and Orders in Council dated respectively the 30th March, 18th April, 20th April, 1885 and March 1st, 1886". The index is organized alphabetically according the last name of the claimant. Each entry records the names of the claimant's parents; the claimant's date of birth; whether the claimant was applying as a resident of Manitoba or the North-West Territories, or as an Original White Settler; the amount of the scrip awarded; the scrip delivery date (and in some cases the person to whom the scrip was delivered); the affidavit (application) number; and the case file number (if such was created by the department); and general remarks by departmental administrators. If the application was accepted by a Dominion Lands Agent under P.C.1394, 14 June, 1889, rather than one of the scrip commissioners then the register usually indicates just a case file number and no affidavit number. The case files listed in this index are now retained by Library and Archives Canada in the central registry of the Dominion Lands Branch, Headquarters, that is, RG 15, series D II 1,

Manitoba Supplementary Half-Breed and Original White Settlers Claims, Authorized by Order in Council, 20 April, 1885

An alphabetical index of claimants who had filed under the Manitoba Supplementary Commission authorized by Order-in-Council, P.C. 810, 20 April, 1885. Each entry gives the name of the claimant, his/her parents' names, his/her date of birth, the amount of the claim, his/her declaration number, and some general administrative remarks. As authorized by P.C. 810, the majority of the claimants had applied to the Commission as children of Métis heads of families and were awarded $240 in scrip. However, some entries clearly indicate that scrip in the amount of $160 was also claimed, suggesting some of the claimants had filed as Métis heads of families. The Department appears to have awarded these claims as well, even though Métis heads of families were not specifically mentioned in the Order-in-Council. Unlike some registers, the "remarks" column in this volume is quite useful in that it will often provide information as to whether a claim was allowed or disallowed, the date of the approval or rejection, the case file number (if it was prepared), and sometimes the application number and the power of attorney number. All the case files listed in this index appear to have been placed either in the "HB" central registry series, which is now retained by Library and Archives Canada in RG 15 series D II 3, or in the main registry of the Dominion Lands Branch, which is now in RG 15 series D II 1 (see descriptions elsewhere).

An alphabetical list of the heirs of deceased Métis and Original White Settlers who filed under the Manitoba Supplementary Commission (P.C. 810, 20 April, 1885) and the North-West Commission (P.C. 135, 28 January 1885; P.C. 688, 30 March, 1885; and P.C. 821, 18 April, 1885). The index is organized by the name of the heir, with each entry providing the associated claim numbers. Researchers should note that the claim numbers which were entered into this index in 1886 and 1887 are preceded by the prefixes "86" and "87" (respectively). Claim numbers entered in 1885 have no prefix. Some of the applications associated with the 1886 and 1887 claims listed in this index are filed in the main applications series, that is RG 15, series D II 8b (described elsewhere). Others will be found in the central registry series of the Dominion Lands Branch, that is RG 15 series D II 1 (described elsewhere). It is not known at this time where the 1885 claims listed in this index might be filed.

Manitoba Supplementary Claims Commission, Index used by the Half-Breed Commissioners in 1885

An alphabetical index of Métis residents of Manitoba created for the use of the Manitoba Supplementary Claims Commissioners in 1885. The index records the individual's name, place of residence (parish name), and date of birth. The index exists in microform only. The original record was destroyed prior to transfer to Library and Archives Canada.
