Federal Libraries Coordination Secretariat (FLCS)

Introduction

The objective of the Federal Libraries Coordination Secretariat (FLCS) is to provide Library and Archives Canada (LAC) with strategic advice on how to best meet its mandate to "coordinate federal library service" (Library and Archives of Canada Act, Section 7e), to "provide leadership to government institutions" (Section 8h) and to assure a healthy relationship between LAC and the federal library community

The challenges facing federal libraries - for example, government-wide public service renewal, the increased accountability agenda and the complex issues surrounding the licensing of electronic information resources - have multiplied in recent years, requiring more attention and greater coordination efforts.

The FLCS organizes the Federal Libraries Forum, quarterly information sessions for all federal library staff. This is a venue for information sharing. The Secretariat also provides research, facilitation and logistics support for the Assistant Deputy Ministers' Task Force on the Future of Federal Library Service, the supporting Directors General Advisory Committee and any ad hoc Working Groups formed to address specific issues. The business arm of the Secretariat is the Federal Libraries Consortium

Awards

The Agatha Bystram Award for Leadership in Information Management was instituted in 1995 to recognize the contribution of Agatha Bystram to the management of federal information resources, celebrate her commitment to service to clients and encourage continued progress in these areas by recognizing other such innovators in her name.

This award has been re-constituted as a Government of Canada Information Management Community Award, the Cardillo-Bystram Award. Further details on this award and submission information are available to Government of Canada employees on GCPedia, the wiki for federal public servants.
